As your elected Sheriff, I will demonstrate honor and integrity in all we do through our ethical behavior. I will adopt the following as my guiding principles to restore the public trust and respect you deserve.
I believe that life and individual freedoms are sacred.
I believe in fair and equitable treatment of all individuals.
I believe our role is to resolve problems through the law, not to judge or punish.
I view the neighborhood as the basic segment of the community.
I believe that we will not be able to carry out our responsibilities alone; we must be willing to involve the community in all aspects of policing.
I believe our fundamental responsibility to the community is quality service.
I believe that we, as employees, are our department’s most valuable assets.
I believe that employee involvement is vital to a productive environment.
I am committed to the recognition of human dignity and enrichment of life through fair and equitable treatment of employees.
I must demand of us the utmost in honesty, integrity, and professionalism.
I will hold us to a higher standard of social and professional conduct.
I will make the department and the citizens we serve proud as its leader.
The Mission of the San Bernardino County Sheriff’s Department is to enhance the quality of life in the County of San Bernardino by working cooperatively with the public within the framework of the U.S. Constitution to enforce laws, preserve the peace, reduce fear and provide a safe environment.
Racial Profiling demonstrates a lack of respect for individuals in all members of the minority community and is an affront to democracy and the principals it cherishes. The disparagement of any individual cannot be tolerated by policing in a democratic society. The San Bernardino County Sheriff’s Department must ensure through hiring, training, discipline and, most importantly, by example of my leadership that no deputy sheriff engages in racial profiling.
As your newly elected sheriff I will insist that prejudice, arbitrary decisions, treatment disparity and disrespect are replaced by universal respect and equitable use of police powers, and then we must begin a process of bringing all policing into accord with democratic principles.
