Over the years, I have been a strong supporter of women and children who have been victims of domestic violence. I am the founder of San Bernardino County Sheriff’s Department first Law Enforcement Response Unit to domestic violence at Barstow, CA. The program was a 40 hour course taught at Barstow College. The attendee’s were the Barstow Station Deputies, Barstow Police Officers, Fort Irwin Military Police, and the Barstow Marine Base Military Police.
I put the program together after doing a study of law enforcement programs that existed at the time. Oakland Police Department and the San Francisco Police were state leaders in their training of law enforcement.

Getting involved with such an important issue was invaluable in my growth, education, and development.
I became an expert in the field and was placed on the Peace Officers Standards and Training committee to rewrite the state of California Basic training guidelines for police and sheriff’s academies. This was after senate bill 1472 became California law (Watson) and was implemented to force law enforcement to treat domestic violence as we did any other crimes.

I traveled the state teaching in behalf of the San Bernardino County Sheriff’s Department and spoke hundreds of audiences about domestic violence issues. As a result of my advocacy for women and children I have testified as an expert witness by the district attorney. I was sought out by other law enforcement agencies around the state to teach required classes for basic, intermediate, and advanced officers. I developed training for law enforcement executives in order to eliminate the civil liability risks associated with failing to train officers.


I provided training for volunteers and staff and served on several shelter boards including but not limited to: Shelter from the Storm in Palm Desert, CA. A Better Way Domestic Violence Shelter, in Victorville, CA., The Haley House in Barstow, the Option House in San Bernardino, CA. As your elected sheriff I will ensure that all shelters in San Bernardino County Sheriff’s Department service area get the support needed to keep safe and for the safety of the victims they serve.
